Street Lighting PFI Bid Submitted

2020 Liverpool and Mouchel have provided specialist technical support to Liverpool City Council for the preparation of its Expression of Interest to the Department for Transport in the latest bidding round for street lighting PFI credits. The Council has bid for around £90 million in credits through the project, which if successful would see the majority of the City's street lights and illuminated street furniture replaced over a five year period. The bid includes provision for the use of latest technology, including a central management system which would see the "win/win" of a net reduction in carbon emissions together with a much improved standard of lighting.
Staff from Mouchel, Impact Partnership, 2020 Liverpool and Liverpool City Council provided input to the project, with PriceWaterhouseCoopers advising on finance. 2020 Knowsley also provided advice and support from their experience on the successful Knowsley street lighting PFI scheme.
"The Expression of Interest is a complex technical document and the Council had to complete it in a limited amount of time," says Dominic Boyle, 2020 Liverpool Divisional Manager. "The expertise we were able to call on from our colleagues elsewhere in the north west region and the wider Mouchel group, gained from their work on the successful Rochdale, Oldham and Knowsley street lighting PFI schemes was invaluable. One of the benefits we bring to our joint venture partnership with the City Council is the ability to call on group-wide expertise and resources, and this was a key factor in successfully delivering the Expression of Interest."

The Department for Transport is due to announce which bidders are to be invited to proceed to the next stage in February 2010.
